why do some cannondale bikes have a one stem fork mount instead of two like most major bike brands?

And does this make the bike any weaker? It seems that with a hard hit to the front tire the bike would have trouble

It reduces the weight of the fork (and the bike). It does look a bit strange but the engineers have made sure it will be as strong. Given the worry manufacturers have about product liability in the US if anything fails, you can be sure it won't fail easily.
